Andrei Ulmeyda is a character in killer7. He is the creator of First Life Industries as well as the founder of Ulmeyda InterCity. He is the central antagonist of Target02: Cloudman, openly challenging Garcian Smith on ZaKa TV and in so doing becoming the Smith Syndicate's next target.

Kenjiro Matsuoka gave him a piece of the Yakumo, with which he attempted to create a utopian society in the middle of Texas. He injected himself with Heaven Smile tumors and was able to resist their effects, strengthening his immune system to superhuman levels. He then allowed quantities of his blood to be extracted and given freely to the inhabitants of Ulmeyda City through his company, Free Life Industries, the settlement's raison detre and a front corporation ostensibly exploring advanced medicine (while actually being only Ulmeyda himself and a doorman). His blood not only gave the citizens resistance to being turned into Heaven Smiles, but also augmented their general immune responses as well.

Unfortunately, United States government agents eventually corner Ulmeyda and agitate his system to the point that he finally does become a Heaven Smile, transforming before Garcian's eyes and inadvertently killing all the soldiers with an explosion of blood. Garcian then confronts the monster and shoots him in the afro, killing him and granting him a measure of absolution.

hand in killer7 provides a few more details on Ulmeyda: he is 27, was born in Arkansas and is the Chairman and CEO of First Life.

Jaco's Report also explains some of Ulmeyda's reasoning: After gaining access to Miss Jacob and learning how to ensure the death of the Last Smile, Jaco Checkbox travels to InterCity to meet with Ulmeyda. Jaco reveals to Andrei that he knows about his possession of part of the Yakumo, and how the US Government is almost certain to try and take it from him once his usefulness runs out - however, he offers Ulmeyda the chance to at least be the master of his own death by summoning the killer7 to assassinate him before the US does. This explains the pleading tone behind the words of Ulmeyda's challenge: If you don't find me, I won't have meaning.
